Officials on the Chinese Borders
A certain amount of scholarly attention has already been devoted to China 's borders and the means and processes by which they were determined; however, little work exists on the officers who actually administered the borders. Several general approaches to such a research can be envisioned. Did the border officials constitute a separate category among the agents of the government in terms of training, career path, bureaucratic niche, and so forth? And can one indeed genuinely speak of “border officials” in this sense? More precisely, this conference proposes to respond to the following question: is it the border which determined the appointment of one official as opposed to another to administer it, or is it the official who characterized the border?
Our analysis emphasizes the function, the officer, and the means at his disposal in order to bring about a definition of territory. Our approach is thus micro-historical, paying special attention to specific officials and their acts in order to determine their influence on a border, a territory, or a precise zone. In this sense, it is, first, appropriate to define the functions involved in border maintenance through investigation of its civil, military, and diplomatic aspects. Then, an analysis will be carried out on the background of officials appointed to the borders, including their education and training, and their experience in border affairs. Finally, comparisons of the means put at the disposal of these functionaries by the government will enable us to determine the interest which the Chinese state took in specific border areas at particular times within the period of imperial China (221 BC-AD 1912).
